Since 13 Apr 2026 Tuyen Quang (which now includes Ha Giang) bans unlicensed operators from running motorbike tours; riders must work under a written contract with a licensed travel company naming driver, bike and route, and provide proper helmets. Ask to see the company's travel licence and contract, check your helmet fits, and confirm insurance in writing. Foreigners reportedly need a border-area permit on the loop from June 2026 — easy-rider companies arrange it.
